Steve Spence

President, World Affairs Council of West Virginia

Prior to joining the World Affairs Council of West Virginia, Steve served in the West Virginia Department of Economic Development from June 1979 through November 2025. His career included roles as Economic Development Representative, Executive Director and for 39 years as Director of the International Division.

Steve led the creation of West Virginia’s offices in Japan, Europe and Taiwan, and served in Nagoya as Interim Director of the state’s Japan office from February to June 1990. He assisted in establishing the state’s Export Promotion Program and in shaping West Virginia’s strategy to attract investment from Asia and Europe.

During his career, Steve organized trade and investment missions across Asia, Africa, Australia, Europe, North America, and South America. He has served as a member of the West Virginia District Export Council since 1985. Also, he served a two-year term with the U.S. Department of Commerce’s Investment Advisory Committee (IAC). Steve is a graduate of West Virginia University and a resident of Winfield.
